Polish: derivative of pluta ‘bad weather’, a nickname for a dissatisfied, complaining person. Apparently also French, an altered form of an unidentified French surname, possibly Ploteau or Plotu, a nickname for someone with flat feet, from plot, southern French dialect variant of plat ‘flat’.
