Rhode Island - when is a place an Event city and when not?

The Wiki says that we only key an Event location if the entry includes "AT (town) and that the towns inserted after the names of brides or grooms (without "at") are not to be keyed because the these are their places of residence and not necessarily where the wedding took place.
In my example (attached) the first few entries look as if they conform to this. But from "BROWNELL, Sarah" onwards the place-name is given only after the spouse or spouse's parents' names, immediately followed by the Marriage date. This looks to me like an indication that the marriage took place in the place named (e.g. Portsmouth)
PS: THERE IS NO HEADLINE PLACE NAME GIVEN ON THIS OR ANY OF THE SUBSEQUENT PAGES IN THIS SET.
