Not to Access or Excel directly, but phpGEDview turns a GEDCOM into an SQL database via MySQL, PHP etc. Needs to run on a webserver somewhere though, so if your net service provider has a facility allowing you to set up your own website that could be put to use. Or install and run it (a web server and phpGEDview) on a local machine just as you would any genealogy program, but through a web-browser interface.

Anyway, it does give you a proper SQL database.
