In colonial times, what is an "addresser"?

For once the internet has let me down! I cannot for the life of me find an answer to this question. I have several people in my tree that have the following phrases in their bio-sketches:
--He was an "Addresser of letters for Gov. Hutchinson of Massachusetts".
--He was in 1780, an addresser of Sir Henry Clinton.
--He was an Addresser of Gage in 1775, and in 1776 he was at Halifax.
So what exactly *is* an Addresser? Is it an occupation or job title? A governmental appointment? A public office?
If I were to add these things as events in a profile, what would I call them? I would really appreciate anny help I can get on this.
