I'm not sure what you mean by "but Ancestry never picked up on that match.". The fact that user showed as a match in your list means they did pick it up. There are two independent parts to this 1) using DNA matching to determine that there is a probability that you are related to someone somehow and 2) comparing the two families trees to figure out where that is. The value of the (2) part is entirely a result of the quality of your tree and their tree, so you pretty much have to look at their tree yourself to see if you can find a connection.
Also, I'm not sure what you are looking at for Family Tree Birth Location, but I think that data comes directly from your tree. The DNA can't determine that.
