Interpreting Military Records...??

I tried to find help online on how to interpret this entry for my uncle on his military record, but was unsuccessful. Can anyone help? (See attached file.)

About all, I think, that I can accurately surmise is his name, birth date and birth place, that he was in the US Nat'l Guard and that he ended up as a 2nd Lieutenant.

The other various dates, however, have me baffled. According to the "U.S. World War II Army Enlistment Records, 1938-1946" it says he enlisted on 10 Feb 1941; however, according to this record it looks as if he enlisted on 2 Dec 1940. And if that's the case, what took place between 2 Dec 1940 to 9 Feb 1941? Training, I'm guessing...But isn't that the same as enlisting?

Was his release date 22 Aug 1950...? If so, why is 7 Feb 1950 is mentioned? Is that when he was promoted to 2nd Lieutenant?

Also, what does the "CE" mean as in "NGUS CE"?
And what does the "F" mean, as in "F-10 Feb 41 to 21 Jul 45" and "F-2 lt CE 22 Aug 50"?
