It's a regulation US Army enlisted mans uniform from the WW 1 period. The collar discs would tell you what branch he was assigned to if they were clear enough to make out any detail. There is no rank visible, also no overseas/wound stripes- so this photo must be when he was home on leave after recruit training. He has a draft card dated June 1917 from Washington so we know he there at the time. He's in uniform so he had to have enlisted or been called up after, and most troops served until early to mid 1919. He doesn't list himself as a veteran in the 1930 census however. That could be an oversight on the part of whoever provided the information to the census taker. Have you sent away for his service records?
