Greenwich Pensioner

I just began researching my husband's family a few months ago and have a few questions about a specific ancestor of his.

Peter Sneddon was born in Lanark, Scotland in 1806. He married in 1850 Elizabeth Currie and they had two sons, James Oswald and Richard. In the 1851 census Peter is listed as a Greenwich out-pensioner and at the time of his death in July 1859 he is an out-pensioner. Elizabeth died March 1860, widow of a pensioner.

I guess my first question would be did the 1841 census include UK citizens who were overseas in the military? I have not been able to locate Peter at all in the census anywhere in the UK.

My next set of questions: Since Peter and Elizabeth both died with minor children would James and Richard have been eligible for some sort of pension through their father's military service? And if so would their guardians have had to have some sort of legal documentation that they were raising the children?
