Term "non enroller" during the revolutionary war

I have a relative that has been deeemed a "non enroller" during the revolutinary war.

He was fined 6.10 by the Committee of Observation in Frederick County Md on April 22, 1776.

I am trying to find out if being called a non-enroller was a negative thing. I am keeping in mind that what a term means today is not what a term meant 200+ years ago.

Could my relative, Daniel Buzard, have paid a fine and been a religous objector and that was still patriotic??? He was of german heritage and I think they objected to fighting.

I am not sure where to look for this defination. I have obtained my information from The Maryland Historical Society Magazine wich featured a reprint of the Committee of observations work from that time period.

Any help would be great.
