My family is trying to figure out if this ggggrandfather had previous relatives who were Narragansett or ended up in the tribe in Philidalphia, PA some other way.

The Independent Order of the Red Men was a real orginization, I just cannot find much info on it. It likely has nothing to do with the Improved Order of the Red Men. Or maybe it was it's predecessor or something and the name was changed.

Jay Dee Barnes Sr born June 19, 1854 in Ireland is the great grandfather of my husband Thomas Charles Barnes...I have no records that he was born John D. Barnes. Jay Dee Sr had a son Jay Dee Jr who in turn had a son Jay Charles. We are looking for addt'l info about the connection to the Narragansett Tribe. Jay Sr sisters name was Davis not Duvis.

The Narragansett Tribe referred to is not the actual Indian tribe but a part of a fraternal orgranization known as "The Improved Order of Red Men". Originally, this organization consisted of only white members. Ironically, Indians were not allowed to belong. Since your ancestor belonged to this organization in the time period he did, he is definitely not Indian.
I do not know what the I.O.R.M.'s rules for membership are today. You can learn more about them here:

I've seen reference to this Irish person before and am unsure if this could be the same man. I think it's very unlikely as I'm from the Barnes lines from Thomas Barnes and Elizabeth Palmer, of Montgomery CO. PA, a super well represented and researched line.
