With the information you provided we came across an Iowa State Census 1836-1925 which lists Mrs. L Evert (Mrs. L Fisch) born about 1872 in Belgium. Married 1 Jan 1925 in Dubuque, Iowa. Her mother's name was Katherine Thierman also born in Belgium and her father was Peter Fisch born in France. Her spouses name was NJ Evert and he was age 54 and she was 53. They had a child listed
on the census record with the initials MP Evert age 26. If you do a search on ancestry you will probably be able to pick up this record. We realize the last name is spelled with a v rather than a w but when you look at the census original it is probably a w.
In prior research that I have done Dubuque and St. Donatus, Iowa were the center of Luxembourg family immigration. I know there was a Peter Fisch in that area. In fact he was a carpenter and built the altar in the church at St. Donatus. I have more information on this family and will pull it out of my files.
It appears to me that Lucy's father was Peter and his father may have been a Nicholas.
