Birth certificates started all over the Netherlands in 1811. Before that time are only baptizm records of the various christian churches. Napoleon ordered that all churches should give their records to the government. They are avai;able at the various government archives. They are also photocopied by the LDS and can be ordered at their family history centers.
The dutch name is probably Frederik or Fredrik. Fradrik is not a dutch name. He is not baptized in Amsterdam accordong to their site
