Yes...the date at the beginning of the record is the date the birth was recorded. The actual date of birth and time is mentioned later on in the record. In this particular case, the date at the top is the same as the second date. It states "ventidue" of the current month. Sometimes you will see it say "ieri" (yesterday). A very helpful book is "A Genealogists Guide to Discovering Your Italian Ancestors" by Lynn Nelson. It covers all the types of records and has the translations, plus much more.
