All men were conscripts, and received military training, and were then liable for call-up if there was war or threat of war.

There were exceptions, for example for men who were already employed as soldiers.

But when he was no longer an employed ("värvad") soldier, he was now a conscript. I dont know in what unit, but it seems logical it was in the Navy, since he already was trained there.

Notice that conscription was not just for privates, there were conscript corporals and sergeants and even lietunenants, who received longer training.
