Hi

Norrough could be several places, I guess. Norr might refer to the norwegian Nord (North) which is used as the first part of a lot of place- and farm-names.

I have found several Ole A... Dahl... of correct age and married to Anne/Anna, but I haven't found a family where it all fits.
Here is one example: Ole Arnesen Dahlehullet married to Anne Marie Torkildsdatter. They have a son Anton born Feb. 14, 1869 in Eidskog - which isn't so very far from Kristiania/Oslo. (Mother's name is only noted as Marie at the baptizm of Anton, but I looked up the marriage and her name is Anne Marie). I have seen several times that long farm-names like Dahlehullet are shortened when used as surname. Other places he uses Ole Arnesen Dahle.
Baptizm of Anton no 39: http://www.arkivverket.no/URN:NBN:no-a1450-kb20070124310592....

But I don't believe this is your Ole A. Dahl.

I have learnt to be a bit on alert when someone is 40, 50, 60 etc in censuses. People were not so concerned about age as we are today. The age might be correct, but also off withe a year or two.

If you have Albert's birthdate Oct 9, 1871 from several sources, it might be correct. Is there a WWI Draft for him?
