Since this record shows they were married in Bedford County, I would call the circuit clerk's office there to ask how much and how you get one. Many counties only charge a few bucks for one and want you to include a SASE with it. That is better than writing to Vital Records in Richmond for $12 and waiting 6 weeks for it. I know for a fact when I find my relatives marriage records on familysearch.org that it is only a partial record and I always write to Franklin county next door to Bedford for the whole record and it usually contains much more information.
