Summary of article: Rutland had to fill a quota of 125 soldiers. As of November 10, they were 90 short. If they didn’t make the quota by January 5, 1864, the quota would be upped by another 215 men, for a total quota of 340 men. To avoid this, Rutland voted to offer local men a $500 bounty and men from other towns a $200 bounty to enlist at Rutland and fill the Rutland quota. Henry Hinckley of Rutland was the first $500 man to volunteer.

My note: Henry Hinckley had already served and been mustered out earlier in 1863. This was his second enlistment.
