I have checked with my maps and believe that Summer Hill is only in Cayuga County and suspect that the author of the pension papers made an error. However, be aware that the township map does show that the square shape town of Summer Hill borders the rectangle town of Homer in Cortland County. It is possible that the person in question was a resident of the western portion of Homer with a post office address of Summer Hill (the area is still rather rural today).
Note the following rather detailed article about Rev. W.S. Warren from the WARRENSBURGH NEWS (N. Y.), THURSDAY, JUNE 29 1911, front page --

Mr. Warren has accented a unanimous
call from the Baptist church at
Moravia, Cayuga county, near Auburn,
and only twenty miles from Cortland,
the home of his mother and three
brothers. It is also only ten miles
from Summer Hill, where Mr. Warren
began his first pastorate about twenty

During his pastorate here Mr. Warren
has labored faithfully for the interests

His departure will be regretted

Warrensburgh. N. Y., June 25, 1911.
My Dear People:—1 believe that in
the course of time the truth is born in
the mind of most pastors that they
have delivered their message to the
people of their field, and in many cases
the fact is realized by the people. I
have felt for some time that it would
be better if a change could satisfactorily
Recently there has been extended to
me a unanimous call from Moravia
Baptist church to become their pastor,
my name having been given to them
by a former pastor.
After careful and prayerful consideration
of all the facts in relation to the
call, I have come to the conclusion that
it is of the Lord, and therefore I have
no right to refuse it. But before I can
accept it duty compels me to hand to
you my resignation as pastor of this
church, which I herewith do, to take
effect Sunday, July 23, 1911.
I believe my coming here was of God
and we have worked together harmoniously
and in a measure successfully.
1 shall keep you all in loving remembrance.
Trusting you will act on this
resignation at your earliest convenience
and praying that God's blessing
may ever rest upon you. and that He
will guide you in finding a good man
for my successor I am
