Pulver and Milius were Palatines, but these were large families with recurring names. I can give you baptism records, but more research beyond the church records is needed to answer your question.

You gave a birthdate for Cornelius of 29 Mar 1787, which "matches" the baptism #253 on 8 Jul 1787 at West Copake Reformed Church of Cornelius, son of Michel Pulver & Elizabeth Bressee, with sponsors Peter Bressee and Rachel Lewis. The 29 March birthdate is part of the baptism record. I don't know if you found an independent record of that birthdate in Wayne County, NY or not.

There certainly was another Cornelius Pulver, who baptized children in the area with Feitje/Sophia/Phoeby Van Deusen between 1808 and 1819, including Michael born 8 Nov 1808 and baptized at West Copake. Since the sponsors at this baptism were Michael Pulver & Elizebeth Bresie, it's most likely that this Cornelius was the son of Michael baptized there in 1787. From FindaGrave, this group is buried at E&M Church Cemetery, Copake, NY (from 1938 listing by Minnie Cohen):

I don't see another baptism record for a Cornelius Pulver around that time. Interesting that you give him a middle initial C., which may be a clue.
