You won't find a birth certificate for Neal because MS wasn't recording births until 1912. You might find a baptism record if he was born or baptized after 1863. Generally I refer people to the genealogical and historical societies within a county but there aren't any in Holmes County.

To find info about the slaves that David M. owned, you have to look through the court, land/deed and probate records. I'd contact the Mississippi Department of Archives and History and ask about those records.
