CADIZ, Ky.--James Zelner Cossey, 63, of Cadiz died at 2:23 p.m. Sunday at his home.

Mr. Cossey was Trigg County judge from 1963 to 1966. He also served 16 years as Trigg County sheriff and as chief administrative and financial officer of Trigg County. Mr. Cossey was the youngest judge in Kentucky at one time and the first Trigg County judge-executive.

He was a member of Cadiz Baptist Church, where he served as deacon and former church moderator. He was also a member of Masonic Lodge 121; Rizpah Shrine Temple; Trigg County Democratic Committee; Kentucky County Judges Association; Chamber of Commerce; Executive Committee for the Democratic Party; Pennyrile Allied Development District; and Pennyrile Allied Community Services. He was a 32nd Degree Mason.

Mr. Cossey was named Cadiz Record's Citizen of the Year in 1978 and Outstanding Citizen in 1984 and 1985 by the Chamber of Commerce. He was also instrumental in establishing the Senior Citizen Kitchen and Trigg County Recreational Complex.

He is survived by his wife of 42 years, Mary Katherine Wallace Cossey; a son, Lloyd Lowenstein of Cadiz; two daughters, Debbie Lacy of Atlanta and Cindy Cossey of Nashville, Tenn.; two sisters, Sammie Knight of Hopkinsville and Brenda Weir of Evansville, Ind.; and two grandchildren.

He was preceded in death by a sister and a grandchild. His parents were James "Buck" and Virginia Lane Cossey.

Services will be at 2 p.m. Wednesday at Cadiz Baptist Church. Judge Bill Cunningham, former Gov. Brereton Jones and the Rev. Phillip Salmon will officiate, with burial in East End Cemetery.

Friends may call at Goodwin Funeral Home after 4 p.m. Tuesday, and from 8 a.m. until 1 p.m. Wednesday.
