Cherokee Indian agreement with Barbourville

Hello. This isn't a genealogy question, but a general one that I think someone on here can possibly answer.

I've been researching the Cherokee, and found an interesting tidbit of knowledge.

On August 13, 1950, the Cherokee and the people of Barbourville have a written agreement that states that the Cherokee come yearly to Barbourville to get river cane for making baskets, and in return, the "holders of the green fields of Hominy Creek" receive a basket as a sign of renewal of the treaty.

Does anyone know about this, and does it still occur today? Where is Hominy Creek?
