Alfred v TIRPITZ

Admiral and politican. He became state secretary of the naval office (Reichsamter) in 1897. He strove to build up a navy that was technologically advanced and militarily effective, holding that the best defense was a powerful battle fleet (Flottenpolitik). His views as a sailor were sound but his political ideas were naive. He made naval service popular with the help of the Flottenverein, persuaded Wilhelm II and the Reichstag to accept his plans. he saw international problems very narrowly, believing that the British would stifle German trade unless afraid of the risk of war. This basis of his strategic thought largely determined German foreign policy before 1914. His power in wartime was limited. The executive command of the navy was separate. The concentration on submarines (U-Boat-Warfare) was contrary to his stipulations and he resigned in 1916. His subsequent activities in party politics (foundation of the Vaterlandspartei with W. Kapp in 1917; member of the Reichstag for the DNVP in 1924-1925) are overshadowed by his pre-war position as creator of the German navy.
