Social-Democratic politician. He joined the SPD in 1893 and was its Reichstag deputy from 1903-1918. He was an extreme exponent of Bernstein's revisionism and pleaded for the Burfriede in 1914. He approved of moderate war aims. In Oct 1918 he became undersecretary in the Auswärtiges Amt under Max v. Baden. At the Weimar party congress in 1919 he opposed all attempts at nationalization. He was the first president of the Weimar National Assembly. From 1920 again a deputy, he was minister without portfolio in the cabinets of Scheidemann, bauer, and Müller (briefly Reichsminister of the interior in 1923). His activities contributed much to the shaping of the Weimar Republic.
