I have been researching my partner's family tree and his great uncle James Edward Morgan worked for the Public Works Department of the Shanghai Municipal Council. He lived in a mill house in Shanghai and the last contact his family had with him was a letter to his brother Henry Joseph Morgan, who James Edward (known as Edward) called James, to go to Somerset House and get him a copy of his birth certificate. He didn't even know what year or month he was born but he was older than Henry and Henry was born in June 1897. James Edward talks about obtaining a copy of his birth certificate so that he can get a pension, so one wonders whether he was much older than Henry because Henry would have been aged 34 in 1931.

At the time of writing to Henry he says that there was bombing from the Japanese all around him and his family were told by the Red Cross that he had been taken as a prisoner of war, but I reckon his house was bombed and that's how he died.

What I want to try and find out is what led him to work in China and how did this come about.

I have tried Googling "Shanghai Municipal Council" but it doesn't say much, save to say what it was and the history about it.

Does anybody have any ideas as to how I would find any information about this?
