Samuel Starr was born August 4, 1780, therefore, the mention of his service in the Revolutionary War is incorrect. His father Noah Starr served in the Revolution and died during the war. The land warrant probably went to Samuel because he was the oldest living son.
The following is from the Historical Gazeteer of Cattaraugus county.

Samuel Starr, a native of Danbury, Conn., was one of the earliest settlers near the village of Perrysburgh, where he died and was buried, and the week following his demise he recieved from the government a land warrant for services in the Revolutionary War, in which he served at the Battle of Bunker Hill. His wife was Catherine Keeler, who was born on the Hudson, and his children were Orville, Noah, William, Ezra, John, Edwin, Deborah, Sally, Catherine, and Anna M.
