If it's the book that I read, "unjust treatment" it was awful! I was sidetracked by other projects from the historical book that I'm now once again taking up. This time I have a contract.
A lot of Sheriff Anderson's problems were basically lack of experience. He was appointed to the position less than a year before the crime. As far as I could tell, he had been working in machinist and mechanic positions. He was on the Vancouver Housing Authority during the war and, of course Labor and Industries with Mon Walgren as Governor.
I believe he volunteered occasionally during the war as a reserve deputy, but I can find no other law enforcement connection until the appointment as Sheriff.
